Huang Xuenong, director of the National Energy Administration (NEA) , said at the China EV Forum 2023 that Green and low-carbon development is the fundamental way to break the country's energy, resource and environmental constraints. As for the next step in promoting the integration of the green and new energy vehicle industries, Huang suggested:”

First, we should strengthen top-level design and coordinate the coordinated development of green energy and new energy vehicles. From a comprehensive and forward-looking perspective, the top-level design of the integrated development of the vehicle can be coordinated, and the carbon reduction potential, energy supply path and energy demand of different vehicle technology routes can be systematically assessed, identify the main directions, priorities, goals and tasks of the synergy between the new energy vehicle and the energy system for the“Dual-carbon” target. To study and deploy cross-integration technology innovation, standard-setting and industrialization of industries, and accurately grasp the energy system attributes of new energy vehicles, we will strengthen industrial coordination between new-energy vehicle enterprises, charging and discharging facilities and the power grid, and establish a more complete model of integrated operation and development of vehicles, piles and power grids, laying the foundation for integrated development.
Second, promote the implementation of policies to promote high-quality development of charging infrastructure. We will continue to optimize the planning and layout of the charging network, and step up the construction of charging facilities, in particular, we should focus on these key areas, such as residential communities and inter-city travel, where charging is difficult. We should adhere to the problem-oriented approach, study and improve targeted measures, and improve the regulatory functions and means of government so as to truly solve problems and do practical things, to accelerate the formation of a moderate lead, balanced layout, intelligent and efficient charging infrastructure system.
Third, we need to increase mechanism innovation and technological innovation, and promote the integration of the development of the car network. Innovative new energy vehicles and green energy integration development and use of scenarios and business models, time-of-use electricity prices to expand the scope of application, electric vehicles with price signals to guide the orderly charging behavior, to study and improve the mechanism and ways for new energy vehicles to participate in the spot electricity market, encourage active response to grid regulation demand through load aggregation, and participate in peak load regulation and ancillary service market, encouraging industry institutions and enterprises to accelerate research on advanced technologies such as flexible charging, wireless charging and automatic charging, to develop new energy vehicles with vehicle network interaction functions, and supporting V2G application demonstrations for electric vehicles, encourage the operating enterprises to increase the investment and construction of two-way charging piles to promote the integration of industrial development through scientific and technological innovation.
